Missouri manual section 6.16
Individual-directed goods and services
Official service name: Individual Directed Goods and Services
Individual Directed Goods and Services was a self-directed waiver funding category for approved goods, supports, or services that met all eight manual criteria. Current Missouri Division guidance says IDGS authorizations ended for dates of service on or after July 1, 2026, and the service will be removed from the waivers upon federal approval. This record is retained to explain the former benefit and support transition planning.
What the manual describes
What this service can help with
- Understanding why IDGS may still appear in an older person-centered plan, waiver manual, or service record
- Identifying the safety, independence, community-membership, or reduced-support outcome that a former IDGS request was intended to address
- Preparing for person-centered planning about natural supports, insurance, Medicaid state-plan benefits, Senate Bill 40 board resources, or another service that may address the remaining need
Source-backed working pathway
To establish you'll probably need:
These steps translate the cited manual section into a practical review sequence. Confirm the current local process before acting.
Describe the unmet need rather than requesting discontinued IDGS funding.
Identify the exact good, support, or service that was needed and the safety, community-membership, independence, or reduced-support outcome it was expected to advance.
Document what prior IDGS planning established.
If a request or authorization existed before July 1, 2026, gather its person-centered outcome, eight-criteria analysis, funding-source review, price information, and any purchase or billing record.
Explore other possible sources and services.
Review natural supports, private health insurance, MO HealthNet state-plan services, Senate Bill 40 board resources, and other available programs before considering another waiver service.
Use the usual review process for a new or increased service need.
If person-centered planning identifies a new or increased service need, follow the Division's existing utilization-review and authorization procedures for the proposed alternative.
Confirm the alternative funding or service before committing money.
Verify the selected source, covered item or support, authorization, provider or vendor process, effective date, and documentation before ordering, signing, or paying. IDGS cannot be billed for dates of service on or after July 1, 2026.
Important boundaries
Limits that may affect fit or authorization
- This historical service was described for all four Missouri DD waivers. Authorizations ended for dates of service on or after July 1, 2026; it is not listed as currently available here.
- The Division states that IDGS will be removed from its HCBS waivers upon approval by the Centers for Medicare & Medicaid Services.
- Support coordinators are directed to identify ongoing unmet needs through person-centered planning and explore natural supports, private insurance, the Medicaid state plan, Senate Bill 40 boards, and other possible sources.
- Before removal, every request had to meet all eight Section 6.16 criteria, use the designated Financial Management Services vendor, and remain within the applicable authorization and funding limit.
- The historical service mechanics and former $3,000 annual maximum are retained only for understanding prior plans, claims, or transition needs.
- A person may self-direct under only one program at a time: either Consumer Directed Services through Medicaid or self-directed services through a Division waiver.

Questions to confirm locally
- What exact need was the former IDGS request or authorization intended to address?
- Which parts of that need remain after July 1, 2026?
- Which natural supports, insurance benefits, Medicaid state-plan services, Senate Bill 40 board resources, or waiver alternatives have been explored?
- Does the proposed alternative require utilization review or a plan amendment?
- Is there an outstanding pre-July 1 purchase or claim that must follow prior billing rules?
- What authorization and effective date apply to the selected alternative?
